Civiko.io — Terms of Service & Privacy Policy

1. Service Description

Civiko.io is a civic engagement platform operated by the Municipality that allows residents to report urban issues (road damage, broken streetlights, graffiti, etc.) and track their resolution. By creating an account, you agree to these Terms and our Privacy Policy.

2. Data We Collect

To provide the service, we collect and process the following personal data:

• Account information: your name, email address, and phone number (optional).
• Geolocation data: your device's GPS coordinates when you report an issue or use the map. Location is collected only when you actively use the app and is never tracked in the background.
• Issue reports: descriptions, photographs, and the geographic coordinates of reported issues.
• Device and usage data: push notification tokens, login timestamps, and basic analytics to improve the service.
• Authentication data: encrypted passwords and, if enabled, multi-factor authentication credentials (MFA tokens, passkey identifiers).

3. Purpose & Legal Basis (GDPR Art. 6)

Your personal data is processed for the following purposes under the indicated legal bases:

• Performance of the service (Art. 6(1)(b)): processing your account, reports, and communications.
• Legitimate interest (Art. 6(1)(f)): fraud prevention, abuse detection, service security, and analytics.
• Your explicit consent (Art. 6(1)(a)): geolocation tracking, push notifications, and optional data sharing. You may withdraw consent at any time through the app settings or by contacting us.

4. Data Sharing & Storage

Your reports and their locations are visible to municipal staff for issue resolution. Your personal identity is not publicly displayed to other users. We do not sell, rent, or share your personal data with third parties for marketing purposes. Data is stored on secure servers within the European Economic Area (EEA).

5. Your Rights (GDPR Art. 15–22)

Under the General Data Protection Regulation, you have the right to:

• Access — request a copy of your personal data.
• Rectification — correct inaccurate or incomplete data.
• Erasure ("Right to be forgotten") — request deletion of your data.
• Portability — receive your data in a structured, machine-readable format.
• Object — object to processing based on legitimate interest.
• Withdraw consent — at any time, without affecting the lawfulness of prior processing.

6. Data Retention

Your account data is retained while your account is active. Issue reports are retained for the duration necessary for municipal record-keeping. Upon account deletion, your personal data is removed within 30 days, except where retention is required by law.

7. Gamification & Points

The platform awards points for valid reports and community engagement. Points are non-transferable, have no monetary value, and may be used for municipal recognition programs. Abuse of the reporting system (spam, false reports) may result in account suspension.

8. Account Conduct

You agree to provide accurate information, not submit false or misleading reports, and not attempt to manipulate the system. Accounts may be disabled for violations. Rate limits apply to prevent abuse.

9. Changes to These Terms

We may update these Terms periodically. Material changes will be communicated through the app. Continued use of the service after changes constitutes acceptance.
